Principles of the exchange



MEMORANDUM OF UNDERSTANDING

Mission Statement
The European Network of Asylum Reception Organizations (ENARO) is a European network for operational organizations dealing with the reception of asylum seekers.

Aim
ENARO will work together to develop best practice models for the reception of asylum seekers, ENARO will examine trends and developments in the profile and numbers of asylum seekers and ENARO will collect and publish information on the work of the network.

Methods
ENARO seeks to achieve this aim by:
exchange of methods, systems and information
exchange programs for staff and experts
evaluation of results of exchange activities to find out best practices
regular meetings on reception topics between member organizations
bi-annual conferences for European reception organizations

Structure and membership
New members must complement the network. Every member-organisation is represented by one delegate. Every member agrees to support ENARO and to take part in the activities.
All members meet twice a year:
- At the beginning of the year: the President of ENARO will be the host
and receive all members in his/her home-country;
- At the end of the year: so far, our Czech collegues have generously
provided ENARO with a location in the Czech Republic, where the
Steering Committee as well as all participants of the Exchange Program
of that year, meet.

President
The Network has a President/chairman for 1 year.

Secretariat
The secretariat is the common executive office of the network. Since the summer of 2005, the secretariat is supplied by the COA and thus based in Rijswijk, The Netherlands.


The secretariat is responsible for:
- Up-to-date information on ENARO
- networking and member recruiting
- the organization of exchange programs
- the organization of conferences & meetings
- Keeping the ENARO website up-to-date
- Collecting and publishing the reports on the website
