What is the HUB?

‘The HUB’ is an enhancement of the regular ENARO staff exchange programme. Information gathered during the exchange will be analysed and processed in a systematical way in order to make it accessible for others. Ultimate goal of the project is to provide a ‘knowledge centre’ (website/portal) regarding the minimum standards for the reception of asylum seekers and how this is being implemented in member states.

Reporting is done through structured templates and debriefing in the evaluation session upon return. Briefing and debriefing sessions are ‘wrapped around’ the regular exchange programme and will be held in Brussels. Researchers of the University of Kent have prepared a ‘toolkit’ and will give a briefing on research methods and areas of research.

The focus of the project is on the practical implementation of the Council Directive 2003/9/EC (laying down minimum standards for the reception of asylum seekers). To delimit the scope, investigation during this exchange programme will primarily centre on provisions for persons with special needs (Chapter IV, art 17, 18, 19 & 20) and general reception conditions (Chapter II).

The Hub is a co-operation between COA (Dutch Agency for the reception of asylumseekers) and the University of Kent and is funded by the European ARGO fund. Other project partners are: ENARO, Fedasil, Kent County Council.
